Quebec’s Expression of Interest System

The Government of Quebec has announced more information with respect to its new Expression of Interest (EOI) system.

Candidates must now submit their EOI through the new Arrima portal. Unfortunately, the Arrima portal has not yet launched and no date has been provided as to when we can expect the portalto be available.

Quebec has indicated that there will two pools of applicants:

1. Those with a validated job offer or those who are currently working in Quebec on a valid work permit; and

2. Those residing outside of Quebec.

Candidates will be assigned points based on their age, education, Quebec diploma, Canadian or US work experience, in-demand areas of training, French and English language proficiency, and if applicable, their spouse’s education and French language proficiency.

Quebec will hold periodic draws where they can either choose applicants with the highest scores or select candidates who meet specific selection criteria, for example, only candidates holding a validated job offer.

Candidates who are selected must still meet the minimum points score to be selected (52 for single applicants; 59 for applicants with a spouse). Once invited to apply, applicants will have 90 days to submit their complete application.
